I am directed by the Board of Trade to acknowledge
the receipt of your letter of the 12th instant, transmitting
copies of the Chinese Emigration Consolidation Ordinances
Nos.1 and 25 of 1889, and stating that Lord Ripon suggests
that the Governor of Hong Kong should be instructed after
consultation with the Consuls at the Treaty Ports to cause
such an Ordinance to be prepared with respect to the Chinese
Passenger traffic between Chefoo and Manchuria as will meet
the exigencies of the case.
In reply, the Board desire me to state, for His
Lordship's information that they fully concur in the

suggestion referred to, and to return herein the enclosures
contained in your letter.
